Stormwater Pollution Prevention Plans, Sampling & Sample Collection
The Environmental Protection Agency (EPA) in 1990, published final regulations for the National Pollutant Discharge Elimination System (NPDES) that establish stormwater permit requirements. The NPDES regulates the discharges of stormwater to waters of the United States from construction projects that cover five or more acres of soil disturbance.

The NPDES regulations require that a Stormwater Pollution Prevention Plan (SWPPP) be prepared for each site that would include the following components:
- Site map showing outfalls, drainage areas, industrial activities, and exposed pollutant sources
- Description of activities at the site
- Description of exposed industrial activities and previous spills, if any
- Identification of non-stormwater discharges
- Identification and elimination of illegal connections
- Risk assessment and feasibility study for this specific site
- Description of existing stormwater management and water quality controls
- Description of proposed stormwater management and water quality controls
- Monitoring procedures
- Training guidelines
